Which winter weeks are dependable?

In the Maldives and Mexico, mid-January to mid-March is the steadiest stretch; the Christmas weeks cost more and feel fuller. Morocco carries January and February by day, though nights turn cold. South Africa is in high summer — long days, but also wind along the Cape coast.
